• Support early-stage and active capture efforts by developing initial solution concepts, technical strategies, architectures, and roadmaps
• Ensure continuity between proposed capture solutions and post-award execution, supporting on-program modernization and transformation initiatives
• Partner with business development, capture managers, and delivery leadership to balance innovation, risk, cost, schedule, and operational feasibility
• Engage directly with DHS stakeholders to understand mission needs and clearly articulate solution value
• Evaluate emerging technologies and recommend adoption aligned to enterprise strategy and DHS priorities
• Support program execution by guiding technical decisions, resolving complex issues, and mitigating technical risk

Qualifications:

Required:

• Proven ability to design and lead large-scale, complex, multi-domain IT solutions from concept through execution
• Exceptional oral and written communication skills, with the ability to clearly articulate complex technical solutions, roadmaps, and trade-offs to executives, capture teams, and government stakeholders

• Experience leading large enterprise modernization initiatives, including cloud migration, digital transformation, Zero Trust, DevSecOps, Digital Employee Experience (DEX)
