This position is open to Ukrainian nationals only
The monthly gross salary is UAH 102,000
The position will be based in the Mykolaiv / Kherson Field Office, Ukraine
IRC Ukraine is recruiting this position for the implementation of a UHF/OCHA-funded project in Khersonska Oblast, with a total project value of up to US$4.5 million, delivered by IRC together with sub-implementing partners. The Finance & Compliance Manager leads consolidated project financial oversight and fiduciary assurance, ensuring that budgets, expenditure, financial reporting and compliance requirements are managed coherently across IRC and all participating organizations. The position coordinates and quality-assures project-level financial and compliance information, while participating organizations retain responsibility for their own internal controls and underlying records.
In addition to project-level oversight, the position carries direct partnership finance management responsibility for the sub-implementing partners engaged under this project, acting as the finance focal point across the full partnership finance cycle — from budget development and capacity assessment through to financial reporting, monitoring, capacity building and financial close-out — in coordination with IRC Finance, Grants and Partnerships functions.
The position will be based in the Mykolaiv / Kherson Field Office, Ukraine, with regular travel to project locations within Khersonska Oblast and to Kyiv as required for project coordination, partner monitoring and donor engagement. Given the frontline operating context, the position is subject to the applicable Duty of Care and security management arrangements.

- Work with the internal ERP system – posting transactions, vendor balances, processing invoices and payments within the project.
Financial reporting and fund-flow monitoring:
- Coordinate and quality-assure financial reporting inputs from sub-implementing partners and support timely consolidated financial reporting to UHF/OCHA.
- Maintain project-level visibility over fund flows, disbursement status, reporting and liquidation requirements, and issues requiring follow-up, without replacing the transaction-processing responsibilities of the relevant entities.

- Support complete, traceable and retrievable project-level financial documentation while participating organizations retain responsibility for their underlying records and audit trails.

- Maintain current working knowledge of Ukrainian tax and fiscal legislation relevant to donor-funded humanitarian programmes, and ensure project financial arrangements reflect applicable statutory requirements.
- Monitor changes in Ukrainian fiscal, tax or regulatory requirements that may affect project budgets, cost eligibility, reporting or audit readiness, and flag material implications promptly.
- Coordinate with IRC Finance on statutory reporting obligations, treatment of recoverable and non-recoverable taxes, and alignment of statutory requirements with donor cost-eligibility rules.
UHF/OCHA donor implementation and donor conditions:

- Ensure donor-specific financial requirements are accurately reflected in partnership agreements, partner budget templates, reporting formats and documentation requirements.
- Coordinate project preparedness for UHF/OCHA financial spot checks, monitoring visits and audits, including assembly of donor-required schedules and supporting documentation.
Partner financial management and oversight (sub-implementing partners):
- Act as the finance focal point for the sub-implementing partners engaged under this project, covering the full partnership finance cycle from budget development through to financial close-out.
- Review and support finalization of partner budgets and budget amendments, ensuring alignment with donor cost-eligibility rules, the mandatory Programme Support Costs share and the applicable cost structure.
- Support the Partner Capacity Assessment (PCA) process under PEERS and contribute to the identification, analysis and mitigation of material partner financial risks.
- Review partner financial reports, cash requests and supporting documentation for completeness, accuracy and compliance with the partnership agreement, donor regulations and IRC policy, and provide timely, constructive feedback.
