About the Opportunity
The Lead Product Manager – Core Platform & Services is responsible for shaping and delivering the core platform capabilities that support VicRoads' Custom Plates portfolio. This role owns the evolution of core systems, data, integrations and business capabilities that enable products and services to operate efficiently, scale effectively and deliver exceptional customer experiences.
Working across a complex ecosystem of internal and external stakeholders, the role develops and executes a strategic platform roadmap that supports current business needs while enabling future growth and innovation. The position plays a critical role in modernising foundational capabilities, improving data and system performance, and ensuring the platform can support new products, partnerships and commercial opportunities.
As a senior member of the Product & Experience team, the Lead Product Manager - Platform acts as the strategic owner of key platform capabilities, driving cross-functional collaboration and influencing decisions that enhance customer outcomes, operational efficiency and long-term business value.
Key Responsibilities include:
Own and maintain the strategic roadmap for platform capabilities supporting the Custom Plates portfolio.
Manage and optimise core platform capabilities, including pricing, number rights management, plate availability, fulfilment, inventory, registry services, product configuration, and external system integrations.
Define platform priorities aligned to commercial objectives, customer needs and operational outcomes.
Act as the Product Owner for core platform capabilities, overseeing enhancements from discovery through to implementation and optimisation.
Identify opportunities to modernise, simplify and improve systems, processes, integrations and business capabilities.
Identify and manage dependencies across VicRoads systems, government systems, suppliers and external partners.
Partner with Technology, Product, Operations, Finance and Government stakeholders to deliver platform outcomes.

Have significant experience in product management, platform product management, business systems, or technology-enabled service environments.
Have successfully developed and delivered product roadmaps for platform, core service, data, or enterprise capabilities.
Possess strong systems thinking skills and can understand complex business processes, technology ecosystems and integration dependencies.
Can translate complex business problems into practical, scalable capability solutions.
Have experience working across multiple interconnected systems and managing cross-functional dependencies.
Build strong relationships and influence outcomes across technical and non-technical stakeholder groups.
Enjoy partnering closely with technology teams to deliver capability-driven outcomes and business value.
Can balance long-term strategic planning with day-to-day delivery and execution.
Are comfortable operating in complex and evolving environments, managing competing priorities and stakeholder expectations.
Take ownership of outcomes and continuously seek opportunities to improve systems, processes and customer experiences.
Desirable:
Experience managing platforms supporting pricing, inventory, product catalogue, marketplace, registry, supply chain or financial capabilities.
Experience within regulated, government, transport, financial services or other complex operational environments.
Knowledge of API platforms, integration architecture, master data management or enterprise capability modelling.
Experience supporting digital transformation, platform modernisation or large-scale technology initiatives.
Relevant tertiary qualifications in Business, Commerce, Information Systems, Computer Science, Engineering or a related discipline.
Product management certifications such as Pragmatic Institute, SAFe Product Management, or equivalent.
