Job Summary
This position requires experience managing large-scale infrastructure projects and a P.Eng license with Professional Engineers Ontario.
We are seeking a Program Manager to oversee the strategic planning, coordination, and delivery of large-scale municipal infrastructure programs, including the design, rehabilitation, and construction of roads, sewer systems, and related utilities. This role oversees multiple concurrent projects, ensuring alignment with organizational priorities, regulatory requirements, budgets, and timelines.

Key Responsibilities
Program & Project Leadership
- Lead the planning, execution, and delivery of multi-year infrastructure programs involving roads, stormwater, sanitary sewer, and water systems.
- Oversee a portfolio of projects (design and construction), ensuring consistency in standards, scope, and quality.
- Establish program-level priorities, schedules, and resource allocation strategies.
- Monitor project progress, identify risks, and implement mitigation strategies.
Technical Oversight
- Provide engineering guidance and review for design and rehabilitation projects, ensuring compliance with municipal, provincial/state, and industry standards.
- Oversee engineering consultants and ensure deliverables meet scope, quality, and cost expectations.
- Support innovation in design approaches, sustainability, and asset management practices.
Stakeholder & Relationship Management
- Act as the primary liaison with internal departments, senior leadership, and external partners.
- Coordinate with utilities, regulatory agencies, municipalities, and community stakeholders.
- Lead public engagement efforts for infrastructure projects, addressing community concerns and communications.
Financial & Contract Management
- Develop and manage program budgets, including capital forecasting and cost control.
- Oversee procurement processes, including RFP development, evaluation, and contract award.
- Administer contracts and monitor contractor/consultant performance.
Risk & Compliance Management
- Ensure adherence to health, safety, environmental, and regulatory requirements.
- Identify program risks (technical, financial, schedule) and implement mitigation plans.
- Ensure projects comply with permits, approvals, and engineering standards.
Team Leadership
- Lead and mentor multidisciplinary teams, including engineers, project managers, and technical staff.
- Foster a collaborative, high-performance culture focused on accountability and continuous improvement.
- Support staff development, performance management, and succession planning.
Qualifications & Experience
- Bachelor’s degree in Civil Engineering (or related discipline).
- Professional Engineer (P.Eng. or equivalent) designation required and in good standing.
- 10+ years of progressive experience in civil engineering, with a strong focus on municipal infrastructure.
- 5+ years in program or project management of large-scale infrastructure projects.
- Proven experience managing roadworks, sewer systems, and/or water infrastructure design and rehabilitation.
- Experience working within municipal or public-sector environments is highly preferred.
- Strong knowledge of civil engineering design standards, construction practices, and asset management.
- Demonstrated ability to manage complex, multi-project programs with significant budgets.
- Excellent stakeholder management, communication, and negotiation skills.
- Proficiency in project management methodologies and tools.
- Strong financial acumen and contract management experience.
Additional Information
