The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $24.05 to $26.00.

This position is non-exempt under the FLSA.

About the Position

The Judicial Branch Security Trainer oversees, coordinates, and conducts departmental firearms training and ensures staff successfully completes initial firearms certification and annual re-certification in accordance with the requirements set by the Arizona Code of Judicial Administration (ACJA) and the Judicial Branch Security Department (JBSD).  The JBSD Security Trainer’s primary duties include in-classroom and field instruction and training in the safe and effective use of firearms.  Additionally, this position will provide training for all Judicial Branch employees in various safety and security awareness-related courses.

Position Qualifications

Education:

• High School Diploma or GED

Experience:

• Three (3) of security training and/or law enforcement instruction

OR

Combined education and experience qualifications:

• Post secondary education may substitute for up to two (2) years of the required experience.

Other Requirements:

• Incumbent must possess a State-wide Court Security Officer (CSO) certification and maintain that certification annually
• Incumbent must obtain State-wide CSO Firearm and CSO Firearm Instructor certification within 6 months of hire into the position and maintain them annually, which includes successfully completing psychological testing
• Incumbents must be able to meet all requirements set forth by the ACJA related to Court Security
• Incumbent must obtain certification as a Basic Life Safety and CPR/AED provider within six months of hire
• Incumbent must obtain certification in defensive weapons tactics within six months of hire
• Incumbent must obtain a CEW TASER certification with six months of hire
• Incumbent must obtain a firearm certification with six months of hire
• Applicants must have or obtain a valid Arizona Driver License by time of hire

Our Preferred Candidate has:

• Three years of firearms training and/or instruction and certification experience
• Sound tactical knowledge pertaining to critical or emergency incidents such as (but not limited to), active shooter, bomb threats, judicial threat, personal protection, and detailed reporting

Knowledge, skills, and abilities:

Knowledge of:

• Principles, practices, and techniques used in judicial security, including security awareness. 
• Departmental guidelines, general orders, court orders, policies, and procedures as they relate to firearms
• Effective instructional and training practices
• United States and Arizona Constitutions, Federal, State, and City laws that pertain to firearms
• Range function, firing positions, ammunition, and firing range best practices and procedures
• The occupational hazards and safety precautions necessary when operating within a firing range

Skill in:

• Preparing clear, concise, and effective training material, reports, correspondence, and other written material
• Oral and written communication and ability to conduct training in a classroom setting.
• Establishing and maintaining effective working relationships with various internal and external stakeholders 
• Skill in effective team leadership and implementing goals and objectives
• Effective application of non-violent crisis intervention skills and techniques
• The use of Microsoft Office programs such as Word, Excel, PowerPoint, and Teams
• Operating and instructing using firearms training simulators

Ability to:

• Demonstrate the initiative necessary to successfully implement a training program
• Read, understand, interpret, explain, and strictly apply applicable laws, ordinances, policies, court orders, and regulations
• Demonstrate proficiency in the use and care of firearms
• Compile, prepare and deliver training material in a classroom setting
• Appropriately use emergency and defensive tactics, techniques, skills, and defensive weapons to achieve effective de-escalation and control of situations
• Ability to multi-task and work independently
• Utilize databases to track training data and annual certification timelines

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

• Coordinates major components of the initial firearms training program, and will monitor continuously to identify needed improvements
• Coordinate the delivery of in-classroom training, scheduling instructors, developing curriculum, preparing training courses for the year, and ensuring initial and annual re-certification of staff
• Oversee, coordinate, and carry out firearms training, annual firearms practice, and annual shooting proficiency skills evaluations
• Reviews and develops curriculum, guides, manuals, visual aids, and other training materials appropriate to the class and in accordance with (ACJA) requirements
• Conduct firearms training and instruction in various environments, including a classroom, indoor/outdoor firing range, and simulation exercises
• Interacts with all levels of the organization to identify the developmental needs of CSOs and recommends training or other appropriate intervention that addresses needs
• Work cooperatively with all levels of employees within the Trial Courts of Maricopa County, the ACJA and other internal and external stakeholders
• Comply with training program guidelines established by ACJA
• Assist with operational functions of the training program, as needed, in coordination with other staff
• Utilization of databases to track training data and yearly certifications

Working conditions: 

Work is performed in an office environment and in the field. Depending on the nature of the work performed, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods of time; stand, walk, use hands to finger handle or feel; reach with hands and arms; and occasionally push, pull or lift up to 50 pounds. Work requires standing for extended periods of time and exposure to a variety of firearms and other weapons, related chemicals, gun cleaning solvents, ammunition, ammunition smoke, and hand and power tools related to weapon repairs. Work includes exposure to extreme noise of firearms, requiring the use of ear protection equipment. The employee must possess mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed. Physical demands include walking, kneeling, crouching, crawling, twisting, grasping, lifting, and carrying boxes of ammunition and other items.

Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan.
