About Moloco:
Moloco is an AI-native performance advertising company, bringing the power of AI advertising to the open internet. Founded in 2013 by machine learning engineers who had built AI advertising systems inside the world's largest technology companies, Moloco began from a shared mission: to build that same engine for the open internet.
Today, Moloco is one company with two businesses, built on the same compound AI system. Moloco Ads is our AI-native performance advertising platform, helping mobile app marketers acquire, retain, and re-engage high-value users across the open internet. Moloco Commerce Media is our AI-native retail media platform, enabling retailers and marketplaces to turn their platforms into thriving ad businesses. Both are powered by CARA (Compound Ad Recommendation Architecture), the AI system behind every Moloco product.
At Moloco, we bring together those who've already solved hard problems and those with the drive to. Here, we work on some of the complex problems in AI advertising, at a scale and level of sophistication very few companies can offer. Come build what's next.
The Impact You’ll Be Contributing to Moloco:
Moloco is looking for an exceptional leader to build and lead our Business Integrity function from the ground up. You will own the strategic, operational and enforcement layer that protects our platform from fraud, abuse, and policy violations. This is a unique opportunity to shape the trust & safety infrastructure for an AI-native performance advertising platform serving millions of advertisers and publishers globally.
This is not a reactive role. You will drive proactive detection, prevention, and enforcement of policies and processes to protect Moloco’s platform and its users while navigating a complex regulatory landscape. You will build a world-class team, establish policies from first principles, and create the systems and processes that define how Moloco maintains platform integrity at scale.
As the first hire and architect of this function, you will be focused on:
- Conducting a comprehensive risk assessment and building a risk registry
- Mapping existing policies, workflows, enforcement gaps, and ownership
- Making critical tooling and detection strategy decisions
- Setting the foundation for the function’s operating model: Policy & Compliance, and Detection, Ops & Intelligence
- Partnering cross-functionally with Engineering, Product, Legal, Enterprise Compliance, Security, GTM, and Finance to understand pain points and align on approach
This role reports to the Chief Legal Officer and is based near our Menlo Park, CA office and follows a hybrid in-office schedule.
The Opportunity
This is a chance to build a world-class function that directly protects a global platform. You will define strategy, hire your team, and own outcomes. In this role, you will have a role operating at the center of business decisions, influencing how Moloco scales responsibly across new markets and products.
As the leader of the Business Integrity function, you will be responsible for:
Platform Integrity & Detection
- Behavioral pattern analysis and bad actor identification—detecting fraud rings, account takeovers, and re-entry attempts
- Proactive detection systems that identify policy violations (creative safety, KYC, brand safety) before damage occurs
- Creating and monitoring dashboards and analytics to track violation rates, churn, enforcement actions, and emerging abuse patterns
- Signal intelligence and re-entry prevention
Enforcement & Operations
- Review queues and investigation and enforcement workflows—defined, streamlined, and scalable
- Account suspension, termination, and partner enforcement decisions with clear appeals and remediation processes
- Standing monitoring cadences, escalation paths, and shared tooling
Policy & Regulatory
- Policy drafting and enforcement rules—partnering with Legal to translate regulatory requirements (DSA, OFAC, FTC, FDA) and risk assessments into actionable business integrity controls
- Specific third-party controls and compliance monitoring (real money gambling licensing, KYC, creative policy)
- Compliance-by-design architecture across advertiser onboarding, offboarding, and account lifecycle
- Policy ownership and external communications
Leadership & Culture
- Building and developing a high-performing team, setting clear priorities, coaching team members, and fostering a strong, collaborative culture
- Acting as a trusted partner to senior business leaders, providing pragmatic guidance on complex platform integrity matters
- Shaping a culture of engagement and ownership around Business Integrity across the organization
How Do I Know if the Role is Right For Me?
Beyond the skills and experience listed below, we are looking for someone who:
- Enjoys building. You'll design a modern, enterprise-grade function largely from the ground up without dismantling legacy processes - this is a greenfield opportunity
- Operates at the center of the business. You'll work directly with Product, Engineering, Legal, Security, and business leaders, influencing real decisions that shape platform strategy
- Thrives in ambiguous, high-growth environments. Moloco's pace and evolving regulatory landscape mean this role is never static—you'll solve new problems, not manage checklists
- Is a trusted advisor. You combine commercial judgment with sound reasoning, and are comfortable pushing back constructively and exercising independent judgment
- Drives cultural change. You'll help establish a culture where Business Integrity is viewed as a strategic enabler of growth and trust, not a blocker
- Navigates ambiguity and complexity well. You exhibit high EQ, resilience, and integrity—with a track record of handling sensitive issues discreetly while maintaining sound ethical standards
- Collaborates across boundaries. You thrive in fast-moving environments, building trusted relationships across teams and functions, and are comfortable influencing without direct authority
Required Experience
- 15+ years in Trust & Safety, Fraud Prevention, Compliance Ops, Law Enforcement, or equivalent discipline
- Proven track record building and scaling trust & safety or fraud prevention operations—hiring, mentoring, and retaining high-performing teams
- Deep understanding of bad actor tactics, evasion techniques, and how to identify and prevent abuse patterns
- Experience designing policies, proactive detection systems, workflows, monitoring cadence, and enforcement processes at scale
- Familiarity with regulatory environments (DSA, OFAC, FTC) and compliance-by-design frameworks
- Product or technical background and credibility with engineering and product teams—you can translate business problems into technical solutions and make informed tooling decisions
- Ability to lead through legal and regulatory ambiguity, exercising sound judgment on complex issues
Highly Valued
- Experience in AdTech, performance marketing, or platforms with two-sided networks (advertisers + publishers)
- Experience with AI/ML-driven processes, including detection and automation
- Deep experience partnering with Product, Engineering, and Security teams in fast-moving environments
- Experience leading through regulatory inquiries, audits, or enforcement actions
- Data-driven mindset with strong analytical, communication, and project-management skills
