Senior Informatica PowerCenter Migration Engineer

Team (Project) Introduction  
The Office of Performance Analysis and Integrity manages and enhances the Veterans Benefits Administration (VBA) Enterprise Data Warehouse (EDW) which resides on one Oracle M8 Supercluster database and thirteen application servers.  Our team provides the technical services required to sustain EDW applications to include Project Management, Data Warehouse Management, Advanced Analytics, Tableau Server Administration/Tableau Desktop Administration, Technical Collaboration Support, Lessons Learned, Executive Orders and Special Projects, Architectural Enhancement, and Cloud Migration. We also provide management, enhancement, integration, implementation, maintenance, modernization, and infrastructure support for EDW applications as well as enhancement and maintenance of business intelligence capabilities and predictive analytics.   
  
9th Way Insignia is looking for a Senior Informatica PowerCenter Migration Engineer to join and lead this team.  

We are seeking a hands-on Senior Informatica PowerCenter Migration Engineer to support the migration of the VA Enterprise Data Warehouse (EDW) from an on-premises Oracle environment to Oracle Cloud Infrastructure (OCI) within the VA Enterprise Cloud environment. This role will be responsible for assessing, configuring, migrating, validating, and optimizing Informatica PowerCenter ETL workloads supporting a large, business-critical data warehouse. The successful candidate will bring practical experience configuring enterprise ETL environments, executing migration activities, validating large-scale data movement, and resolving production-grade ETL issues. 

Responsibilities:  

• Assess existing Informatica PowerCenter ETL workflows, repositories, dependencies, source-to-target mappings, schedules, parameter files, and operational procedures.
• Configure and support Informatica PowerCenter components in the OCI cloud environment.
• Plan and execute migration of Informatica ETL processes across development, test, pre-production/UAT, and production environments.
• Validate migrated ETL streams to confirm source-to-target requirements are fulfilled and data is not lost during the load process.
• Develop and execute automated and repeatable data-reconciliation processes, including record counts, control totals, aggregate comparisons, exception reporting, and source-to-target validation.
• Troubleshoot ETL failures, data discrepancies, performance bottlenecks, and connectivity issues.
• Optimize and tune Informatica jobs to improve nightly-load performance and meet operational processing requirements.
• Coordinate with Oracle database, GoldenGate, cloud infrastructure, networking, security, and EDW technical teams on migration dependencies and cutover readiness.
• Support cloud setup, configuration, provisioning, account/privilege planning, migration readiness, deployment, rollback, and post-implementation activities.
• Develop and maintain ETL design documentation, test plans, test-results reports, migration runbooks, restart/recovery procedures, and configuration-management artifacts.
• Support defect tracking, root-cause analysis, change control, production-readiness reviews, and knowledge transfer.
• Follow applicable VA security, architecture, configuration-management, and change-control processes.

Requirements:

• Minimum 10 years of relevant experience in hands-on experience administering, configuring, developing, and troubleshooting Informatica PowerCenter ETL workloads.
• Bachelor’s degree in Computer Science, Information Systems, Software Engineering, Data Engineering, Mathematics, or other technical discipline. 8 years of additional relevant experience may be substituted for a degree consistent with position requirements.
• Demonstrated experience migrating or upgrading a large-scale ETL platform, including execution of testing and data validation.
• Strong Oracle SQL and PL/SQL skills, including the ability to investigate and resolve source-to-target data discrepancies.
• Experience with Unix/Linux shell scripting and production ETL scheduling or operations.
• Experience developing test plans, executing data reconciliation, documenting results, and resolving ETL defects.
• Hands-on cloud implementation experience, including provisioning, configuration, or deployment activities; OCI experience is strongly preferred.
• Strong written and verbal communication skills and the ability to work effectively with technical and non-technical stakeholders.
• Ability to obtain and maintain required VA suitability/access authorization.
• Must be authorized to work for any employer in the U.S. 
• Must be able to obtain and maintain the required security clearance.  

Preferred Qualifications:

• Direct experience migrating Informatica PowerCenter from an on-premises environment to OCI or another enterprise cloud environment.
• Experience with Oracle Database 19c and Oracle RAC.
• Experience with Informatica Metadata Manager, data lineage, metadata repositories, and source-to-target mapping.
• Experience with Oracle GoldenGate, enterprise data replication, or hybrid on-premises/cloud data-movement dependencies.
• Experience with VA, VA Enterprise Cloud, federal programs, or other regulated enterprise environments.
• Experience supporting ATO/A&A, POA&M, change control, or cloud operational-readiness activities.
• OCI and/or Informatica certifications.
• Experience with high-volume data warehouses, automated validation, and performance optimization
