[What the role is]
As a Senior Manager / Assistant Director in the Planning and Integration (P&I) team, you will play a pivotal role in supporting HPB's data and digitalisation transformation. You will work closely with the AD/DD to translate digital and data strategy into actionable frameworks and enable the design and implementation of key digitalisation initiatives by providing technical guidance and supporting cross-functional teams. You will also serve as a technical anchor across digital and data projects within CDOO.
The role sits within the Planning & Integration team in CDOO and focuses on bridging strategy, business needs, and implementation considerations. You will translate strategic direction into execution by enabling stakeholders, coordinating implementation efforts, strengthening organisational capabilities and ensuring digital and AI initiatives are translated into scalable approaches and sustainably adopted across HPB.
This position requires a strategic thinker with strong technical depth in data and digital systems, the ability to engage credibly with both senior stakeholders and technical teams, and a solid understanding of data and AI applications in the context of public health.
[What you will be working on]
Digital and AI Capability Development and Enablement:
- Lead the implementation of digital and AI adoption initiatives across HPB in alignment with CDOO’s strategic direction, incorporating structured capability development, stakeholder enablement, and change management approaches to drive sustained behavioural change
- Advance organisation-wide digital and AI capability development by identifying capability gaps, co-developing competency frameworks, and translating capability requirements into structured learning pathways and implementation-ready approaches.
- Contextualise enterprise digital tools and capabilities to HPB's operating environment, and enable teams to embed them into workflows through practical use cases, hands-on support, and targeted enablement initiatives that build confidence, readiness, and independent application.
- Facilitate communities of practice, showcases, and experimentation opportunities to reinforce capability building and knowledge sharing across teams and strengthen sustained adoption
- Track adoption trends, usage patterns, and barriers to adoption, and recommend targeted interventions to improve adoption outcomes and overall effectiveness of implementation
- Translate emerging digital and AI developments and enterprise capabilities into relevant and actionable opportunities for HPB stakeholders
- Partner business and IT stakeholders to ensure solutions are feasible, usable, and designed for sustained adoption and long-term capability building
Strategic Planning Support
- Support and contribute to integrated planning, prioritisation, and coordination of digital, data, and AI initiatives across HPB
- Translate digital and data strategy into actionable implementation approaches and contribute to the development and refinement of digitalisation roadmaps, balancing strategic priorities with feasibility, risks, and dependencies.
- Identify interdependencies, overlaps, and integration opportunities across initiatives, and apply systems thinking to support coherence across interconnected workstreams
- Monitor emerging organisational needs, technology trends, and implementation risks to inform planning decisions and ensure continued relevance of initiatives
Value Realisation and Solution Enablement
- Work across business, technical, and governance stakeholders to support alignment and translation of CDOO strategic intent into practical, scalable, and implementable solutions
- Facilitate stakeholder alignment and communicate technical concepts and trade-offs clearly to both technical and non-technical stakeholders to support effective implementation and decision-making
- Assess feasibility, trade-offs, scalability, and sustainability of solutions, recommending adjustments where needed to support successful implementation and long-term adoption.
- Support the identification and scaling of successful digital and AI-enabled use cases, embedding them into business processes to deliver sustained operational improvements and measurable outcomes

Qualifications and Skills:
This role requires a technically grounded professional who can bridge digital and data strategy with practical implementation considerations, engaging credibly with both senior stakeholders and technical teams to support HPB’s digitalisation efforts.
Experience
- At least 5 years of experience in digital, data, or technology-related roles
- Experience in strategy development, consultancy, or supporting organisational transformation initiatives
- Experience driving adoption and scaling of digital tools and new ways of working, including supporting organisational change and capability development initiatives
Competencies
- Strong technical grounding in data, digital systems, or AI applications, with the ability to apply this knowledge to support implementation design and decision-making
- Strong ability to bridge business needs and technical considerations, enabling effective decision-making and implementation
- Ability to manage and prioritise across multiple concurrent initiatives with varying levels of complexity, maturity, and stakeholder readiness
- Comfortable operating in ambiguity with strong judgement, with the ability to assess trade-offs and recommend practical approaches in evolving digital and AI contexts
- Strong stakeholder engagement and influence skills, including experience working with or alongside business, IT, engineering, or delivery teams, and the ability to align and influence without direct authority
- Strong communication and presentation skills, with the ability to engage technical and non-technical stakeholders and translate complex ideas clearly
- Structured thinking and problem-solving, with the ability to synthesise complex information, and demonstrates learning agility to adapt to evolving digital, data, and AI developments
Qualifications
- Bachelor’s or Master’s degree in Computer Science, Engineering, Information Systems, Public Policy, Business Analytics, or a related field from a recognised university
- Professional certifications in digital transformation, data, analytics, AI, or related areas from accredited bodies are advantageous
- Familiarity with process improvement approaches (e.g. Six Sigma) and basic technical skills (e.g. scripting, coding concepts) will be an advantage
- Knowledge of the public health sector, government digital infrastructure, data governance, and AI governance is advantageous
Successful candidates will be offered a 2-year contract in the first instance.
