Bullish is redefining the capital markets infrastructure by bridging traditional equity systems with blockchain-based tokenization. To drive this vision forward, we are seeking a Senior Technical Project Manager to bring the core business platform & services of a blue-chip, financial institution into Bullish’s advanced technical ecosystem. You will own the end-to-end delivery of complex, high-stakes engineering projects and large-scale data migrations into our modern architecture.

Responsibilities:
Technical Program Execution:
Design the roadmap and execution plan for the platform build out. Work closely with geo-distributed, cross-functional teams to transform architectural concepts into actionable, scheduled engineering backlogs.
Establish clear migration roadmaps, sequencing plans, and cutover strategies to migrate core business services from legacy environments without disrupting active financial operations.
Manage technical project scopes, delivery schedules, and resource allocations using modern Agile, Scrum, and Kanban frameworks.
Architecture Alignment & Data Strategy:
Drive complex data migration initiatives transferring high-volume PII, sensitive financial records, and historical transaction datasets from multiple legacy systems into Bullish’s secure, scalable infrastructure while ensuring zero loss of data integrity and adhering to local regulations.
Partner closely with Staff Engineers, Systems Architects, and Data Engineers to review data schemas, API contracts, ETL pipeline architectures, and cloud storage designs.
Work with Security teams to ensure all data migration workflows adhere to strict encryption, auditing, and access control requirements.
Identify technical debt, legacy dependencies, and architectural risks early, driving alignment on technical trade-offs and mitigation strategies.
Stakeholder Management & Communication
Act as the primary technical bridge between executive leadership, engineering, product, design, legal, compliance, and risk teams across both businesses.
Translate intricate regulatory requirements and technical risks into clear executive summaries and operational dashboards for senior leadership.
Maintain transparent project health metrics, dependencies trackers, and risk matrices.
Process Optimization & Governance
Work with Engineering Leads to drive continuous improvement across sprint planning, dependency mapping, and release management processes across multiple engineering tracks.
Define and track key quantitative delivery metrics (e.g., velocity, migration accuracy rates, system latency, burndown metrics).
Organize post-mortems and retrospectives to capture key insights and optimize repeatable integration frameworks for future business expansion.
Experience & Qualifications:
Experience: 6+ years of direct experience as a Technical Program/Project Manager leading software engineering, platform modernizations, or complex infrastructure integrations.
Domain Expertise: Proven experience delivering technical projects within regulated financial platforms & services (FinTech, capital markets, banking, or crypto/digital assets).
Data Migration Experience: Demonstrated hands-on leadership of large-scale data migrations involving regulated datasets across disparate systems; PII, financial transaction records, etc.
Technical Background: Knowledge in modern cloud infrastructure (AWS/GCP/Azure), microservices architecture, distributed databases, APIs, and data security frameworks.
Methodologies: Agile development methodologies and enterprise tools (Jira, Confluence, Linear).
Education: Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or equivalent technical experience.
Preferred:
Prior experience navigating M&A integrations, technical consolidation or migration, or system deprecation efforts.
Industry certifications such as PMP, PMI-ACP, CSM, or AWS Certified Solutions Architect / Cloud Practitioner.
Familiarity with financial compliance frameworks (ITIL, SOC 2, GDPR, CCPA, AML/KYC systems, PCI-DSS).
Bullish US LLC & CoinDesk Inc. are committed to offering competitive compensation and benefits. The anticipated base salary for this position is $190,000 – $220,000 + discretionary annual target bonus + performance incentives/benefits. Offered salary will be reflective of job-related knowledge, skills, and commensurate experience.
