Job Summary
The Data Analyst is responsible for researching and collecting project-related data and developing an analytical approach to track project progress and outcome measures, all in collaboration with a diverse array of stakeholders. The Analyst will support efforts to improve the use of criminal justice, human services, and other administrative data by transforming data into routine reports, dashboards, and geospatial analytics that inform MONSE’s and partner agencies’ planning and operations. This role requires a unique combination of technical expertise and experience in government or public service. This role is critical to ensuring that those who live, work, and play in Baltimore have transparent access to data on MONSE’s strategic commitments. The position requires strong alignment with the City of Baltimore's and MONSE's mission, values, and strategic vision, as well as demonstrated success, sound judgment, and flexibility working in a complex, fast-paced environment. The successful candidate will deliver timely, accurate, and relevant data analysis for at least two of MONSE’s focus areas.

Minimum Qualifications
Education: Bachelor’s degree in Public Policy, Social Sciences, Data Analytics, or a related field, and/or at least two years of relevant professional experience.
AND
Experience: Proficiency in designing and building reports and interactive dashboards using a data visualization tool, with a strong preference for Power BI; Proficiency with geography information systems (GIS) software (e.g., ArcGIC, QGIS) for spatial analysis and mapping. Experience working with data systems. Experience with Power Platform and Dynamics 365 preferred. Proven ability to manage data-related tasks with a high degree of accuracy and attention to detail.
Preferred: Experience working with data from government or public sectors, particularly in areas related to criminal justice, public safety, and/or public health.

Equivalency Notes: Have an equivalent combination of education and experience.
Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
