Agile Defense is seeking an experienced Information System Security Officer (ISSO) to support the FBI under Objective 2: ISSO/ISSE Program Management. The ISSO will support the development, implementation, and ongoing refinement of a methodology for categorizing and organizing FBI information technology systems based on security, operational, and mission-related factors.
This role will help ensure systems are consistently grouped according to attributes such as classification level, FIPS-199 categorization, hosting environment, CNSS 1253 overlays, data types, and business function. The ISSO will also support labor mapping, chargeback/cost recovery reporting, and documentation requirements associated with the call order.
The ideal candidate will bring experience in federal cybersecurity compliance, risk management, RMF, GRC tools, and stakeholder coordination in a complex, mission-driven environment.
Key Responsibilities:
- Support development and maintenance of a documented methodology to categorize FBI IT systems based on:
- Classification level
- FBI division supported
- National Security System designation
- FIPS-199 impact level
- Hosting location (on-premises, Azure, AWS)
- CNSS 1253 overlays
- Data types managed
- Mission/business function
- Other evolving policy or operational criteria
- Apply the methodology across assigned systems in accordance with task order timelines.
- Ensure methodology aligns with applicable standards and guidance, including:
- FIPS-199
- NIST RMF and related NIST publications
- CNSS policies and overlays
- FBI internal cybersecurity directives
- Analyze systems based on risk, operational impact, security posture, and required level of ISSO/ISSE support.
- Maintain clear documentation supporting system grouping decisions, labor mapping, and support allocation.
- Coordinate with program leadership, the COR, call order PM, and internal reviewers to ensure the methodology is transparent, consistent, and defensible.
- Support alignment of labor categories and seniority levels to systems based on complexity and support requirements.
- Provide inputs for monthly reporting on labor allocation, chargeback, and cost recovery by system and FBI division.
- Assist with preparation of Monthly Statement Reports (MSRs), including cost details by labor category, system, and division.
- Track changes to systems, policies, technologies, and organizational structures that may affect categorization logic.
- Support updates to methodology and reporting workflows within required timeframes.
- Support ATO lifecycle activities, POA&M tracking, risk assessments, compliance documentation, and audit readiness efforts as needed.
- Support approved automation or semi-automated processes used for categorization, reporting, or labor/cost visibility in accordance with FBI requirements.
- Active Top Secret clearance required.
- Experience supporting system categorization, security control compliance, and risk management under federal cybersecurity frameworks.
- Working knowledge of:

- Federal RMF processes
- Experience with GRC tools and maintaining system/security data.
- Experience supporting reporting, documentation, and audit readiness.
- Strong written and verbal communication skills.
- Ability to manage multiple systems and priorities in a structured, deadline-driven environment.
- Experience supporting FBI, DOJ, IC, or other federal law enforcement or national security customers.
- Experience with classified systems and National Security Systems.
- Familiarity with Azure and AWS environments.
- Experience supporting labor/resource planning based on system complexity or compliance workload.
- Relevant certification(s), such as CISSP, CISM, CAP, Security+, or GSLC.
